Green Dependencies: A China Syndrome

Most of us may never have heard of Rare Earth Elements but these precious metals such as terbium, lanthanum and neodymium are vital to the electronics we rely on and increasingly to the green technologies we hope to utilise in the future, says the BBC Radio4 programme about Rare Earth Metals (by Tom Heap, Costing the Earth series, available on 'listen again'.)

Up until recently most of them were produced from just one mine in Mountain Pass, California. Now the major source is China. 97% of these elements are mined in China and as demand has skyrocketed over the last decade from 40,000 tons to 120,000 tons China has started reserving supplies for its own economic expansion. Now, it only exports about 30,000 tons a year - only a quarter of the supply the world needs now and far less than the demands of the green technologies needed for a carbon free future.

This dependence has caused a growing panic and a scramble to find and develop new sources for the elements as well as other solutions to the looming crisis..

Rare earth elements are incorporated into many modern technological devices, including superconductors, samarium-cobalt and neodymium-iron-boron high-flux rare-earth magnets, electronic polishers, refining catalysts and hybrid car components (primarily batteries and magnets), says the Wikipedia article. The automobile industry uses tens of thousands of tons of rare earth elements each year, and advanced military technology depends on these elements, too. They are in mobile phones, iPad and many other things we already think of as indispensable. Lots of "green" technologies depend on them, including wind turbines, low-energy light bulbs and hybrid car batteries.

The elements themselves are abundant in the Earth's crust. New sources have been found in Greenland and Utah but extraction is difficult and demand seems certain to outstrip supply. 


Rare Earth Elements or rare earth metals are a collection of seventeen chemical elements in the periodic table, namely scandium, yttrium, and the fifteen lanthanides. Scandium and yttrium are considered rare earths since they tend to occur in the same ore deposits as the lanthanides and exhibit similar chemical properties.

Michigan, the Saudi Arabia of Wind Power, or the Nimby Syndrome

Public debates surrounding wind power in Michigan, USA, are typical of attitudes in many other parts of the world: we are all for green energy, but not in my back yard. Below is the summary or an article by Curt Guyette published in the Metro Times

Michigan state Gov. Jennifer Granholm told a recent gathering that the state could make a transformation from the "rust belt" to the "green belt" by aggressively pursuing policies that promote clean energy alternatives to the burning of fossil fuels. A law was passed two years ago that requires the state's utilities to produce 10 percent of their electricity from renewable sources by 2015.

Granted, Granholm got a little carried away when she repeated an observation attributed to some unnamed source that Michigan could be considered the "Saudi Arabia of the wind industry."
A more realistic assessment is that Michigan, when compared to other states in America, is ranked 14th in wind-energy potential by the American Wind Energy Association. But that still puts us ahead of 36 other states.

Michigan is ranked only 26th in terms of wind energy actually produced. With a peak production of about 20,000 megawatts an hour from all the state's electric power sources, Michigan's wind energy industry produces only 144 megawatts. One megawatt per hour can satisfy the electrical needs of between 250 to 300 homes.

'Not here, not here, not here.' It's been happening everywhere. And what's been surprising is the ferocity of the attacks.

Days later a few hundred people crowded into the ballroom of the Grosse Pointe War Memorial to hear presentations and air their views about a proposal to place wind turbines on the Ontario side of Lake St. Clair. Judging from the questions and comments, few of those in attendance favorably view the prospect of 165 massive turbines twirling on the beautiful lake. Much was made of how unsightly they would be, even if they'd be five miles in the distance. The potential risk to birds and bats was pointed out, but no mention was made of the 29 miners who perished last month in a West Virginia disaster, or the hundreds of other coal miners who died in mine accidents between 1990 and 2009. The estimated 10,000 miners who have died from black lung disease over the past decade likewise received no mention.

It could well be true that the Lake St. Clair project won't produce enough electricity to justify the investment or environmental tradeoffs, but the focus on parochial concerns — "The first question should be, 'what is the impact on recreational boaters,'" said one man at the meeting — without mention at all of how such a scheme could be part of a larger plan to reduce the world's dangerous dependence on fossil fuels indicates just how difficult it can be to get local buy-in on transformative visions.

The Green Nimby syndrome


Keith Schneider, a former correspondent for the New York Times, is now director of media and communications at the nonprofit U.S. Climate Action Network based in Washington, D.C. He's also been working part time as a consultant to the publicly owned Traverse City Light & Power utility, which had met fierce opposition to its plan to begin generating some of its electricity by burning wood biomass.

"The environmental community on a national level is pushing like hell for more clean energy," says Schneider. "But local affiliates of those national organizations are pushing back" against local renewable energy projects. When it comes to the big picture, he says, the need to make a transition to clean energy is clearly seen. On the other hand, when it comes to individual projects, environmentalists living in areas directly affected can frequently be heard saying, "'Not here, not here, not here.' It's been happening everywhere. And what's been surprising is the ferocity of the attacks." "I keep asking my environmental friends, 'What happens if you win?'" And then he answers his own question: "What you get is more coal."

On his blog (modeshift.org) Schneider has been writing about this issue a lot lately, tracking the phenomenon as it manifests itself in different parts of the country.

He's taken note of a "developing struggle in the Mojave Desert," where environmental activists are "revving up local opposition to a [750-megawatt] solar facility." "Any major technology that comes down the pike is going to have consequence," says Schneider. But if your only response is to fight change now and wait for something better to come along, he contends, the consequence of that will be that you let the Chinese capture new green energy markets as polar ice caps continue to melt.

Part of the issue, asserts journalist Tim Dickinson in the May 2010 issue of Outside magazine is that "alternative energy is no longer alternative. It's big business, backed by giants like Bechtel and Goldman Sachs." That, he contends, is a positive development. "If the U.S. is going to break its dependence on coal and oil," Dickinson writes, "we're going to need massive renewable energy projects and all the capitalist spirit we can muster."

Just how strong the tug of war between those two forces — the desire to protect pristine local wildlife and vistas vs. the recognized need to address global climate change — can be seen in the nearly decade-long fight to install 130 turbines six miles off of Cape Cod in Massachusetts. Among the opponents of that project were both the recently deceased liberal icon Sen. Ted Kennedy and his nephew Robert Kennedy Jr., legal director of the Natural Resources Defense Counsel and one of this nation's leading environmentalists. Last week, U.S. Secretary of the Interior Ken Salazar announced the Obama administration's approval of the project. Even so, experts predicted that legal challenges would keep the battle going.


James Clift, the policy director of the Michigan Environmental Council, says that the environmental advantages of wind power are clear-cut. What should convince everyone, he says, is the economics of it all. For starters, there's the fact all the coal and uranium Michigan uses to fuel its power plants, as well as most of the natural gas, are imported from other states. Meaning Michigan is seeing billions of dollars a year flow out across its borders. Utilizing wind power and other renewable fuel sources will help keep some of that money at home. Beyond that, because the massive utility-size wind turbines are very expensive to transport, there is a big incentive to manufacture them as close as possible to where they will eventually be installed. It is, says Clift, an undeniably appealing package: Cleaner energy with reduced health and environmental costs, and the opportunity to put people back to work while reducing the amount of money spent on importing fuel.

"The biggest challenge we face is one of education," says Conan Smith, executive director of the Michigan Suburbs Alliance. "People still consider this a fanciful idea. They haven't yet wrapped their heads around the potential. "What we need is a culture shift."

In some areas, that's already occurring. John Sarver of the Michigan Department of Energy, Labor and Economic Growth points out that the village of Pigeon, in the Thumb area's Huron County, has truly "embraced" the 32-turbine wind farm that has been there since 2007. "The Village of Pigeon is very happy to invite you to see these marvels," is the offer extended on the community's website.

The cost of electricity produced by large-scale land-based wind farms is about twice as much as that produced by existing coal-fired plants, Sarver says. But the wind power is competitive with the cost of electricity that would come with newly built coal plants, and is cheaper than electricity from new nuclear facility.

Earthship Enterprise Takes Off In Normandy

It’s hard to tell if the bustling crowd of locals have come to stare at the Earthship or the tanned Americans swarming over it who, in a wet Normandy spring, look as much like beings from another planet as the house itself.

Kevan and Gillian Trott (photo left and centre) are building Europe’s first domestic Earthship - literally, a load of old rubbish - in the formerly sleepy village of Ger in the heart of Basse-Normandie. It was a stroke of sheer good fortune that when they found the perfect piece of land for sale, the Trotts also discovered a Mayor, Jean-Marie Fretel, who, instead of thinking: “whacky; not in my commune” immediately grasped the point of the Earthship and thus earned himself a small place in history by becoming the first official in Europe to give full planning permission for an Earthship to be built as a private dwelling.

The Earthship, or Bateau de la Terre in French, is a three bed, self sufficient eco house with a zero carbon footprint, no bills and is built largely from rubbish which would otherwise end up in landfill sites. Kevan Trott’s work as a chartered surveyor in Britain lead to his becoming increasingly fascinated by sustainable housing and three years ago he heard about Mike Reynolds (top photo, right), designer of the Earthship.


“We live in an ordinary house in Brighton” says Gillian, “but really wanted to build an Earthship to show people that it is not some kind of of the wall idea but a perfectly functional house. Obviously if you want a jacuzzi and four plasma screens it’s not going to work, but even in this wet spring we’ve powered our building tools with solar energy.”

The price of land in Britain was too high for the Trotts to realise their dream there so they looked to France. “We knew this part of France - we used to have a holiday home nearby - and this plot of land was cheap enough to take a gamble. When the house is finished we will rent it out so people can experience living in an Earthship for themselves.”

The Trotts have borrowed heavily to finance the project - including flying over the American crew as well as the POM and the WOM (Power Organising Module and Water Organising Module) needed for converting solar energy and filtering water and the solar panels.

“If, as we hope, sustainable housing takes off in Europe the equipment should start being manufactured here and there will be more local expertise which will bring the costs right down.” Indeed, half a dozen interns are working and learning on the project alongside the 10 strong US “Commando Crew”.


What is extraordinary about the project is that it is not an experiment in the middle of nowhere but bang in the centre of Ger with “ordinary” French houses either side. “Lovely people” Gillian says of the neighbours. “And one of the many attractive features of an Earthship is that when we are finished they will simply look out on a grass mound." Exposed parts of the Earthship are being rendered with local stone to make it blend in further. “Although we needed the American know-how for the core building work, we are employing as many local French artisans as possible - thus building up local
expertise.”

The 750 tyres were found locally as well as the 10,000 bottles and the 5,000 aluminium cans came from Sourdeval school and local déchetteries. The roof insulation is recycled clothing from a plant in Calais and the floors will be made from local Vire stone “which has great thermal properties.”

With the American crew now gone, the Trotts are finishing the project with family and friends. You can see the Earthship on the Barenton road out of central Ger, near Sourdeval. The Blue Bucket Society: Stand Up for Your Rights

France 24 Observers web-site and  the Moscow Times newspaper report on the growing civil rights campaign in Russia against officials in cars with flashing blue lights that snarl traffic and have been blamed for a growing number of accidents.

Businessman Andrei Hartley was driving in central Moscow when the black BMW with flashing blue lights started coming straight toward him. Both cars stopped, bumper to bumper. Hartley got out of his car, his digital camera recording a video of the encounter, and politely asked the government official sitting beside the driver to identify himself, writes the Moscow Times. The official peered out of his open door for a moment before slamming it shut.

The BMW's driver, meanwhile, stormed around the car to Hartley and began to manhandle him. The driver of a nearby car quickly intervened to defend Hartley, forcing the BMW's driver to back off and return to his vehicle. The official in the BMW turned out to be Vladimir Shevchenko, an adviser to President Dmitry Medvedev and longtime Kremlin chief of protocol to former President Boris Yeltsin.

Hartley posted the now much-viewed video of the incident on the Internet (see below). His in-your-face example is inspiring drivers to take a stand. The Moscow movement against self-declared VIPs - or bureaucrats who use flashing lights illegally to evade traffic queues - is growing in strength. Last Sunday, two hundred Moscovites took to the streets with blue buckets secured, upside-down, on top of their car roofs, reports France 24. The Union of Car Owners, a public motorists' group, is also printing bumper stickers reading "Servant of the people, take off your flashing lights!" said Sergei Kanayev, head of the organization's Moscow branch. "This is not some kind of 'Fight Against Corruption Month,'" he said. "We need this situation to come to an end."


Overtly this is may seem to be just a motorists' campaign, but underlying is the sense of social injustice shared by many in Russia. 
Georgy Satarov, head of the anti-corruption Indem think tank and a leading adviser to Boris Yeltsin, said the public campaign shows a change in citizens' attitude toward officials. 
“The middle class, which has a bit of self-respect, is fighting the thuggish behavior of the authorities,” he told The Moscow Times. The early mass popularity of Yeltsin himself was in part due to his refusal to ride in an official limousine. He used instead a small Soviet-made car of a mass-produced model.  


According to the Moscow Times, 967 cars in Russia belonging to senior officials are supposed to be equipped with flashing lights under a 2006 government decree. (Incidentally, Russian Orthodox Patriarch Kirill qualified for a flashing light, while the leaders of other faiths do not enjoy this privilege.)
 But at least 1,197 cars with flashing lights are driving on Moscow's streets, according to readers' photos submitted to the web sites of Silver Rain radio and Vedomosti newspaper over the past two months. 
Last month, Novaya Gazeta published a list of more than a dozen recent traffic accidents involving cars with federal and regional officials and businessmen, some of which resulted in deaths and serious injuries. Perhaps the most notorious took place in Moscow in February, when the Mercedes of LUKoil vice president Anatoly Barkov collided with a car carrying two female doctors, killing both. An investigation into the crash is ongoing.
